რუსთაველის გამზირის 54 - საფრთხეშია! 54, Rustaveli Avenue is under threat!

რუსთაველის მოედნისა და მთაწმინდის პარკის დამაკავშირებელი საჰაერო-საბაგირო გზის რეკონსტრუქციის პროექტის ნებართვა, საქართველოს ეკონომიკის და მდგრადი განვითარების სამინისტროს ტექნიკური და სამშენებლო ზედამხედველობის სააგენტოს მიერ, 2021 წლის 15 ივნისს გაიცა. 

პროექტი ითვალისწინებს საბაგიროს ახალი, წრიული სისტემის მონტაჟს (21 გონდოლა, საათში 1100 მგზავრის გადაყვანა), საბაგიროს ისტორიული, ქვედა სადგურის (არქიტექტორი კონსტანტინე ჩხეიძე, 1959 წ., გამტარიანობა - 300 მგზავრი/სთ) გაფართოებას და რეკონსტრუქციას, ახალი ტექნიკური ნაწილის მშენებლობას და შუალედური 5 საყრდენი ანძის დამონტაჟებას, რომელთაგანაც სამი  მჭიდროდ დასახლებულ განაშენიანებაში უნდა განლაგდეს. 

მშენებლობის ნებართვისათვის გაცემული საექსპერტო დასკვნა ეყრდნობა არაკვალიფიციურ, კატეგორიულად მიუღებელ სახელოვნებათმცოდნეო კვლევას; კვლევაში საბაგიროს ქვედა სადგურიდან უშუალო სიახლოვეს, რუსთაველის 54-ში, მდებარე კულტურული მემკვიდრეობის ძეგლის არსებობა სრულიად იგნორირებულია; გამომდინარე აქედან, არ არის ჩატარებული შენობის წინასწარი ექსპერტიზა, სტრუქტურული ანალიზი, არ არის შეფასებული რუსთაველის 54-ში მდებარე ძეგლისათვის მოსალოდნელი საფრთხის მასშტაბი, კერძოდ, კი იმ რისკების ზეგავლენა, რასაც გამოიწვევს სადემონტაჟო და სამშენებლო სამუშაოები, სადგურის რეკონსტრუქცია და გაფართოება, საბაგიროს ხაზის ექსპლუატაციით გამოწვეული მუდმივი ვიბრაცია და რყევა. დამტკიცებული პროექტი არ შეიცავს კულტურული მემკვიდრეობის ძეგლის დაზიანებისგან დაცვის არც ერთ ღონისძიებას.

ვასილ გაბაშვილის სახლის სახელით ცნობილი, ორსართულიანი ნაგებობა, XIX საუკუნის მეორე ნახევრის თბილისის მაღალმხატვრულ შენობებს შორის ერთ-ერთი ყველაზე გამორჩეულია, (არქიტექტორი - კორნელი ტატიშჩევი, 1897 წ); ნეობაროკული სტილის, უხვი ნაძერწობით დაფარულ მთავარ ფასადს ქვის ცოკოლზე დაყრდნობილი ხის ორ იარუსიანი აივანი ამკობს. სწორედ აღნიშნული ხის აივნის მოწყობის კონსტრუქციული თავისებურება განაპირობებს შენობის ტიპოლოგიურ უნიკალურობას. ცალკე აღნიშვნის ღირსია სახლის ასევე ნეობაროკული პარადული სადარბაზო, რომლის ნატიფად შესრულებულ არქიტექტურულ მორთულობას ანალოგი თბილისურ სადარბაზოებს შორის არ მოიძებნება.   

დღეისათვის დაწყებულია პროექტით დაგეგმილი, ეკატერინე გაბაშვილის ქ. 6-ში მდებარე შენობების დემონტაჟი. სადემონატაჟო სამუშაოებით გამოწვეული რყევების შედეგად ძეგლის ავარიულ სადარბაზოში ნალესობა უკვე ცვივა. ამის გარდა, ძეგლისთვის საფრთხეს წარმოადგენს საბაგიროს ახალი ანძა და ტექნიკური შენობა, რომელიც მისგან მხოლოდ 7 მეტრით იქნება დაშორებული.

ყოველივე ზემოთ აღნიშნულის გამო მოვითხოვთ - დაუყონებლივ შეჩერდეს დაწყებული სადემონტაჟო და სამშენებლო სამუშაოები, ჩატარდეს რუსთაველის 54-ში მდებარე ძეგლის სტრუქტურული ანალიზი, შეფასდეს ახალი მშენებლობით გამოწვეული ზეგავლენის რისკები და ზედმიწევნით ზუსტად დაიგეგმოს ყველა ის ღონისძიება, რაც დაიცავს რუსთაველის 54 ში მდებარე კულტურული მემკვიდრეობის ძეგლს შემდგომი დაზიანებებისგან. 

 

The Technical and Construction Supervisory Agency of the Ministry of Economy and Sustainable Development of Georgia issued a building permit, dated 15 June 2021 for the reconstruction of the ropeway connecting Rustaveli Ave. to the Mtatsminda Park.

The project envisages construction of a new ropeway system (with 21 rotating gondolas for the transportation of 1100 passengers per hour). The reconstruction works also include expansion of the existing bottom station (architect Konstantine Tckheidze 1959, formerly transporting 300 passengers per hour) adding to it a new technical facility building; erecting 5 rope way supporting masts, three out of total in a densely-populated neighborhood.

The expert conclusion to obtain the building permit is based on a highly unprofessional and completely unacceptable research as Vasil Gabashvili House at 54, Rustaveli Ave. has been totally ignored, thus issuing the building permit by not taking into consideration a highly important cultural heritage site. Therefore any comprehensive assessment, structural analysis and determining the scope of anticipated damage to the cultural heritage building located at 54, Rustaveli Ave. is not conducted. More specifically, the negative impact that will be caused by the demolition of the building located at 6, Ekaterine Gabashvili Str., reconstruction and extension of the ropeway station and the constant vibrations generated by the operation of the ropeway is not evaluated. The permitted reconstruction do not include any work that will protect the cultural monument from damage. 

Known as the Vasil Gabashvili House, this two-storey residential building of high artistic merit was designed by Korneli Tatishchev in 1897. It is one of the most distinguished among the houses designed and built in Tbilisi in the second half of the 19^th century. The façade, designed in the neo-Baroque style and lavishly adorned with carvings, is provided with a wooden fretwork balcony, which rests on a stone socle projecting from the façade and runs along two storeys. The unique structural solution employed in the balcony design defines a typological specificity of the building. Equally remarkable is an entrance hall, also in neo-Baroque style, the refined architectural decorations of which find no parallel among 19^th century heritage building entrance halls.   

Currently the demolishing process of the buildings located at 6, Ekaterine Gabashvili is started and as expected is a treat for  the cultural heritage building located at 54, Rustaveli  Ave.  As a result of the vibrations caused by demolition works, the plaster of the entrance hall walls, which was in emergency state, start to fall. Moreover, the most threat causing will be the new technical facility building, which if constructed is planned to be 7 m distance away from the bearing wall (and the entrance hall) of the cultural heritage building. 

We request to stop the ongoing demolishing and construction works; to carry out the structural analyzes of the cultural heritage building at 54, Rustaveli Ave.; to evaluate the damage threat in order to eliminate risks caused by the new construction works and to elaborate precise plan of actions that could prevent any further damages of the cultural heritage site.
